    Facility/Property Condition Assessments
    Whether it is a property purchase, sale, or refinance in the private sector or the basis of a capital improvement or bond program for a school district or municipality, H2 provides some of the most comprehensive assessments available. Our assessments are developed in accordance with ASTM E2018-15 Guidelines.

    Each assessment is typically performed using registrants and certified specialists in their specific area of expertise. We evaluate and report on the condition of all systems and components within the project. In addition to detailed cost analysis for repairs and improvements, our private sector assessments provide multi-year reserve schedules. On multi-facility municipal or school projects a Facilities Condition Index is included to assist the owner with the prioritization of work.

    Bond Management and Capital Improvement Planning
    Using a proprietary database tool H2 developed, we have assisted numerous public entities with their pre-planning efforts to match their highest priorities to the available financial capacity. Taking all stakeholder requirements into account we work with public entities to develop the correct plan for the financing participants and promotion to their constituents.

    The plan lays out a strategy for all aspects of the program including scope of work for each project, schedules, budgets, and delivery methods. All logistics are considered including numbering and timing of each bond sale, so the resultant plan becomes the “roadmap” for successful execution.

    Cost Control
    Our capability to establish initial project budgets allows owners and developers to confidently understand financial needs for their projects. We verify and monitor costs throughout all phases of design to limit scope creep while recommending ways to maintain maximum value.

    Our project cost accounting tracks direct costs, as well as all other expenses during the construction phase. We evaluate contractor pricing to eliminate over-runs and perform audits when requested. After over 20 years of previous experience with top 100 national contracting firms, our cost control staff has the knowledge to effectively manage project costs for our clients.

    Schedule Adherence
    We develop CPM (critical path method) schedules for many purposes including overall master schedules highlighting design and construction phase milestones, procurement phase, and multi-year schedules for bond and capital improvement programs.

    During construction, we assess the contractor’s initial schedule for work sequences and logic constraints to establish a baseline for the owner. It must include long-lead procurements, owner move-in or tenant improvements, and a host of other events. Our constant monitoring of the contractor’s schedule helps eliminate delay claims and results in projects finished on time.
